Real Risk

Laptops in the command center, smartphones on patrol, tablets in emergency vehicles, and specialized devices in command posts—today, mobile devices are the primary points of access to police information systems and sensitive operational data. At the same time, as the variety of mobile devices, operating systems, and apps continues to grow, so do the demands for up-to-date information, access control, and security management.

To keep this complexity manageable, many security agencies rely on established U.S.-based software. This creates new risks due to dependencies on global cloud platforms and support chains.

Remote access and hidden Technology dependencies

In day-to-day police work, reliance on technology becomes a concern when operations, support, and central control are no longer entirely in the department’s own hands.

Many endpoint management solutions are based on global public clouds. With the advent of extraterritorial regulations such as the U.S. CLOUD Act, it has become clear that even data stored in the EU may be subject to access by foreign authorities if the service is operated by a company based in a country with such regulations.

The situation becomes critical when a device management solution is locked into a rigid operating model, making it difficult to accommodate security updates, new developments, or support processes. This is precisely when the risk arises that technical and regulatory requirements will diverge in day-to-day police work.

The traditional platform dependencies surrounding identity, app distribution, and administrative access become particularly critical when they are no longer entirely under one’s own operational control. It is precisely in these areas that the most significant limitations on manageability, support, and further development arise in day-to-day operations.

Requirements for sovereign Endpoint Management

Sovereignty in Endpoint Management is a key component of digital independence.

Privacy
  • Protecting sensitive data on all devices
  • Granular access controls and encryption
  • Verifiable Compliance with GDPR, NIS-2, KRITIS
Data residency
  • Processing in data centers within the jurisdiction
  • Control over data flows and client segregation
  • Protection against non-European claims of access
Operation & Support
  • Authorized operations carried out by certified teams in the state
  • Transparent processes for remote support and maintenance
  • Scalable models for any unit of measurement

Our solution

Omnissa™ Sovereign Solution for Workspace ONE®, operated through GEMA

The Omnissa™ Sovereign Solution for Workspace ONE® is a modern unified endpoint management service designed specifically for regulated environments and sovereign deployment requirements. The service is delivered via local infrastructure and services and offers a future-proof alternative to traditional on-premises installations.

GEMA operates the solution in highly secure data centers located in the respective country of the institution—using only local staff and adhering to strict compliance standards. Government agencies retain control over data, the legal jurisdiction, and operational processes, while also benefiting from the speed of innovation offered by a cloud-native platform.

Use cases in the Law enforcement and public safety sector

Establishing sovereignty in device management is a key component of digital independence.

Operations & Patrol Duty

Secure use of police smartphones and tablets for mobile documentation, data queries, situational awareness, and emergency alerts. Separation of personal and work-related use on BYOD or COPE devices to protect data privacy and employee rights.

Administration, Logistics & Partner Network

Centrally managed systems for resource planning, fleet management, materials logistics, and administrative processes. Secure integration of external agencies, government bodies, and partners through clearly defined policies and client accounts.

Leadership, Situation Center & Special Situations

Provision of government applications and situational information on tablets and laptops with context-sensitive access. Device management in emergency vehicles and mobile command structures, including offline scenarios and secure access to operational data.
